Auto DevOps pop-over on badge disappears without consent (too soon)

problem

Currently the pop-over badge which spawns out of the "auto devops" badge in the pipeline list disappears too soon.. even when still hovering over that same badge or pop-over.

Proposal/solution

It's fine to have the pop-over be activated on hover, but it should not disappear when still hovering over that same badge or pop-over. Also as it has actionable elements on it.

Please note that the movement from badge to pop-over should be fluent.. (it cannnot flickr and be gone... so there should be a small delay when moving from badge to popover)
