New export fails with "Project export link has expired"

Summary

When exporting a project, once I click on the export link in the email sent by GitLab I get the following error message:

"Project export link has expired. Please generate a new export from your project settings."

Steps to reproduce

  1. Export project
  2. Click on link

What is the current bug behavior?

Link expires.

What is the expected correct behavior?

Link should expire in 24 hours.
