collapsed sidebar flyout menu appears then hides

• Collapse sidebar nav
• Move mouse quickly to icon
• flyout menu flashes when you hit the outside area of the list item (whitespace) then disappears when your mouse gets to the icon

tested on master and dev.gitlab

can't see my mouse in this gif, it moves from 'Closed' label to the Home icon
