Create option to pin backlog list on the left

Description

The problem

When we're using the Issue Board to move issues around lists, when we want to drag an issue card from the backlog to add to another list, we need to scroll right without much control till we find the list we want to drop it.

Having an option to pin the backlog, positioning it fixed on the left, we could scroll til the list we want to add the issue card into, then quickly drag and drop the issue card from the backlog to the list I want.

Benefits

Improve UX, usability: make it easier to organize backlogged issues from the issue board.

Proposal

Create an option to pin/unpin the backlog list. Maybe extend it to pin any list later?
