Buttons at the top of the Changes tab can sometimes be hidden until scrolling (additions/deletions)

At the start of this GIF, the page is scrolled all the way to the bottom. Then I switch to the Changes tab, and note the missing buttons. Then I press ↓ once, causing the buttons to appear. Same behavior is scene using mousewheel/touchpad scrolling.
