Incorrect default merge request title when Jira activated

I can't determine if this is a bug, therefore, I'm submitting this as a simple notification.

Doesn't happen every time but, when you create a merge request it set the title to Resolve External Issue instead of gathering the last commit message (especially if the last was a merge request).

You can change the title so not a big deal, just really strange that the behavior changes in some scenarios.
