When a MR is not approved, don't recommend merging via CLI

when something isn't approved, why are we encouraging people to work around the approval by merging manually via CLI? (I know that's not really why we mention it, but it feels totally wrong.)

I'm guessing this is a) because we generally want to give CLI instructions and b) with merge conflicts, manual merge is sometimes the best/only way.
Specifically when the MR is not approved, it makes no sense to give CLI instructions. It sounds like you're telling people how to circumvent the approval.
But also, if it is blocked because of pipeline failure or WIP status, we should also not encourage manually merging.
