How to add support for AWS SNS service?

I have looked around a lot and searched all issues here but I couldn't find any help regarding setting up gitlab.com repo with AWS SNS service.

For example here is a snapshot from github that allows you to add a Service onto AWS SNS.

Essentially I want to call AWS SNS whenever a commit is done. I couldn't find an article about it as well.
