Clean up Prometheus monitoring settings section

As part of 9.3 we added the section for enabling Prometheus monitoring, but there are two minor issues:

1. The link to the documentation (question mark) does not open in a new window. It should.
2. We reference the metrics URL at /-/metrics, but the page does not support markdown. We should instead utilize the red background text, like we do with the health check page.
