Update all working directories for CarrierWave uploaders

In !11866 (merged) and #33218 (closed), we found that setting the working directory for CarrierWave made a significant difference in preventing renames from occurring between different filesystems.

We updated it for LFS. We need to update this for all other uploaders as well, artifacts in particular.
