Difficult to navigate to starred projects when a user has an empty project list

In the current UI, it is difficult to navigate to my dashboard stars when a user has no projects or an empty project dashboard. Currently the only way I can see it from a blank dashboard is by:

• navigate to projects via sidebar
• click "Browse projects"
• click starred projects via the nav bar

I'd suggest that either this nav bar should appear regardless of how many projects a user has, or default the projects view to starred projects if a user does not have any projects of their own.
