@(mention) of issues are not working correctly
When creating an issue and mentioning another in the description, the other issue’s page correctly references this mention. Does this during an EDIT of the first issue does not do this. Cross-referencing an issue in the comments also does not do this.
Steps to reproduce

Create 2 issue name issue-a, issue-b.

Mention issue-b in the comment section using the shortcut (#) of the issue-a.

Check issue-b it should say mentioned in issue-a.
What is the current bug behavior?
It's not cross referencing the issues correctly.
What is the expected correct behavior?
It should cross reference the issue.
