"Run Pipeline" button should be present on the pipelines page

Description

When enabling Pipelines for the first time you get greeted by a nice page

This page will take you to the help page where you can see the Run Pipeline button.

However, on the empty pipeline page, this button is missing.

The workaround is to go to /pipelines/new but that is not user friendly.

Proposal

Show the "Run Pipeline" button on the Pipelines page at all times
