Odd formatting present in issue title change note

Issue #30627 (closed) shows the following line in its notes:

Stan Hu @stanhu changed title from {-new Find file spec failing on master "See https://gitlab.com/gitlab-org/gitlab-ce/builds/13917523 for more details"-} to {+Find file spec failing on master+}

Normally these {- ... -} and {+ ... +} change the text to red and green to highlight the "diff" for the title string, but in this case it didn't work – likely because of the code in backticks within the title.
