Ability to show personal pipelines quota remaining
Description
With the up-coming GitLab.com pricing options, we already have
- The ability to set and display quota for groups
- The ability to set a quota for personal accounts https://gitlab.com/gitlab-org/gitlab-ce/issues/30163
An oversight of the implementation is there is no way for a personal account to see their quota, other than when the minutes run out.
Please note: As long as we can set the quota, this shouldn't hold up putting pricing live.
Proposal
Display remaining minutes and total allowed minutes for personal accounts (personal projects).
