Edit and Feed buttons on user profile page are not accessible

Summary

Edit and Feed buttons on user profile homepage are missing tooltips and are also not identified in screen-reader

Steps to reproduce

I used tota11y from Khan Academy for identifying this issue.

  • Install tota11y bookmark in Chrome/Firefox.

  • Navigate to any GitLab user's profile page

  • Hover on Edit and Feed button to see if it shows tooltips

  • Click on tota11y bookmark.

  • From bottom left of page, click on floating tota11y icon, and select Screen Reader Wand.

  • Hover over both buttons again to see if screen reader can identify buttons.

What is the current bug behavior?

Tooltips are missing from button, screen-reader cannot identify the buttons

What is the expected correct behavior?

User should see tooltips on hovering button as well as screen-reader should be able to identify buttons
