Disabled button while creating new project should not be clickable

Summary

Clicking on disabled GitLab export button in /projects/new (while creating new project) still triggers click event and error is disabled for empty project name.

Steps to reproduce

• Go to /projects/new to create new project.
• Don't provide project name, notice how GitLab export button is disabled under Import project from section.
• Hover over button and see if cursor indicates that button is disabled.
• Click on button to see if anything happens.

What is the current bug behavior?

Hovering over button doesn't show any indication that button is disabled. Clicking it shows error, Please enter path and name for the project to be imported to.

What is the expected correct behavior?

If button appears disabled.

• It should also indicate the same while hovering over it.
• Clicking on disabled shouldn't do anything.
