Get 500 error when trigger system hook for deploy key creation

Summary

if gitlab set a system hook, when you create a deploy key, the hook will be trigger, then you will get one 500 error

Steps to reproduce

gitlab admin add one system hook, then user add deploy key in gitlab

What is the current bug behavior?

i think it will happen every time

What is the expected correct behavior?

user could add deploy key correctly
