Desktop Push Web Notifications

Description

Some users, like myself, might prefer to receive desktop push notifications via our web browsers instead of e-mails for in-GitLab push notifications for various reasons.

Proposal

Users should gain the ability to change all notification destinations from 'e-mail' to 'web.'
