Move `/ci/api/v1` to `/api/v4/ci`

We should move our CI API to live under API v4. Release runner 9.0 with support for new endpoints. Make ci/api to proxy requests to new API. Think about renaming some endpoints to make them more understandable, maybe: api/v4/ci/runners/builds.json or something like that.
