Create Mattermost channel during GitLab project creation

Description
When creating a GitLab project within an organization that has Mattermost integration, the project admin may want to create an associated Mattermost channel so that users can collaborate in chat. This issue simply allows that as a simple option during the project creation flow to streamline the process. This feature simply removes the friction of having to go to Mattermost to make that action. It just automates that. It doesn't provide any further integration between the two systems.
