Filtered search does not allow filtering labels with multiple words

This is a regression as the filtered search no longer allows filtering labels with multiple words. At one point you could type label:~"Accepting Merge and have the Accepting Merge Requests label show up as an option on the dropdown since the token was not completed yet.
