Search bar dropdown doesn't load when you go back in browser history

Summary

Search bar dropdown doesn't load when you go back in browser history. (Reproducible on master)

This seems to only occur when the previous page and the current page is the issues page.

Steps to reproduce

1. Go to issues page
2. Verify that the search bar filter dropdown opens (by clicking on the search bar input)
3. Click on the Closed tab
4. Verify that the search bar filter dropdown opens (by clicking on the search bar input)
5. Click on the back button (on your browser)
6. Click on the search bar input

Expected behavior

Filter dropdown should open

Actual behavior

Filter dropdown does not open
