Button to create issue from a broken build

Description

Often a test build is broken, and it would be nice to create an issue and assign someone to fix it or investigate.

Proposal

Add a button to the build results page builds/<number> that only shows up for a broken build "Create Issue" that would open the issue page prefilled with link to the broken build run.
