Custom email templates

Customer would like some way to customize the emails that are sent to users. Specially, they mention a custom logo, and ability to add some specific instructions. It may not be necessary to provide full customization, but maybe just the ability to prepend/append some text - similar in concept to what we do on the /help
page. I can also see how the custom logo would be nice, given that we allow customization of the logo in the web UI.
