2 Webhooks fired for issue closed and reopened
Summary
When a issue is either closed or reopened, connected webhooks are called twice. One call contains the actual action ('reopen' or 'close') and the other one has the action 'update'. This triggers two messages with our IRC-bot, while there effectively was only one update.
Not sure when this started, however, this was not the case earlier.
Steps to reproduce
Close or reopen an issue with the dedicated button on top of the page (without text in the comment field) and observe two different webhook calls.
Expected behavior
When a issue is simply closed or reopened without an comment, the 'update' webhook shouldn't be triggered.
Actual behavior
The 'update' webhook is triggered as well.

I am not the administrator of the GitLab server, so I do not have any access to the logs.
