Activity > Comments tab disappears when Issues project feature disabled
Steps to reproduce
- Create a new project with "Issues" project feature enabled
- Push a commit and add a comment to it
- Navigate to Project > Activity
- Notice that the "Comments" column is present and so is your commit comment
- Disable the "Issues" project feature in project settings
- Navigate to Project > Activity
Expected behavior
Comments column should be visible along with commit comment
Actual behavior
Comments column is now hidden
