Project members with 'developer' access can no longer create tags

Summary

Creating a tag no longer allowed for project members with developer level access.

Steps to reproduce

1. Become a member on a project with developer level access
2. Try to add a tag

Expected behavior

1. Create tag
2. Tag is created

Actual behavior

1. Create tag
2. Error message shown; "You are not allowed to change existing tags on this project."
