GitLab bot that sends GitLab comments from a private gitlab server to a Slack channel

Description

There should be an official GitLab bot in the Slack app directory. Only bots are allowed to trigger mentions in Slack due to Slack's desire to not have webhooks cause "spamming" issues (I've spoken to them and they said that webhooks will not trigger mentions and that is by design). A GitLab bot would allow GitLab mentions to become Slack mentions, too.

Proposal

Create an official GitLab bot and place it in the Slack app directory.
