Restore projects that are accidentally deleted

When cleaning some old accounts, we hit this bug reported in "https://gitlab.com/gitlab-org/gitlab-ce/issues/1699". We lost quite a few projects. What is the best way to recover/restore those projects.

I do see those projects in the daily backup tar files under the ../backups folder, and they are also in the satellites folder.
