Make Boards the default page in Issues

Description

As shown in the screenshot, the Issues page is the default page in the Issues main menu, with the Boards page being a secondary page. The proposed change is to make the Boards page the default, and Issues secondary.

Why should we do this?

Discussion in the comments. If there is some alignment, will update the description here with final design.
