Improve the Accessibility section of the Frontend Development Docs

We should make the Frontend Dev Docs' Accessibility section more comprehensive, right now it's very short.

Some resources:

• 18F's accessibility guidelines
• "Section 508 Standards for Electronic and Information Technology"
• HTML Techniques for Web Content Accessibility Guidelines 1.0
