Can't share project with groups

Summary

Trying to search for a group to share a project with yields no results. Old projects that I have successfully shared to a group before in the past won't show any groups to share with as well on v8.13.1.

Steps to reproduce

Navigate to a project > Settings > Groups > Group search box

Expected behavior

The search box should show groups.

Actual behavior

No matches are found.
