Feature Request - Allow others to edit snippets

Description

With Gitlab snippets only the creator of the snippet can edit it. I would like to have edit capabilities on snippets match projects so more users can be added to a snippet or admins can moderate them without owning them.

Proposal

Provide more user capabilities and permissions when it comes to Snippets.
