Error 403 when CI runners try to clone repository.

Since 8.12 and with 8.12.1 when a CI runner tries to clone some repo I get

Running with gitlab-ci-multi-runner 1.6.0 (01b3ea1)
Using Shell executor...
Running on ___...
Cloning repository...
Cloning into '/___e/builds/7251f4d2/0/__/__'...
fatal: unable to access 'https://gitlab-ci-token:xxxxxxxxxxxxxxxxxxxx@___.git/': The requested URL returned error: 403
ERROR: Build failed: exit status 1

I understood similar error 500 has been fixed, while this probably occurs less frequently?
