Emoji dropdown shows "search results" label several times

Summary

The emoji dropdown shows several times "search results" label after search has not been done in the bottom of the dropdown.

Steps to reproduce

1. Open an issue with comments.
2. Click on the smile to add an emoji
3. Type something in the search input.
4. Clean the search input.
5. Scroll to the bottom of the dropdown, you will see several labels

Expected behavior

"Search Results" label should not be visible when not searching.

Actual behavior

It shows several "search results" labels.
