Reset Filters button should be invisible when no filters are active

No filters are active, and still the reset filters "button/link" is visible. Currently this will reload the page. It should be invisible by default until a filter or search becomes active.

@dimitrieh Good call. Definitely agreed that this should be invisible by default. While this isn't something that I feel like is a breaking usability issue, it is important to get these details right.

@jschatz1 Hopefully this is a relatively simple fix? I'm still learning the process. Is this something simple we can add to 8.13, or should something else happen? Thanks!
