Container Registry showing Blank Created Date

Container Registry Created shows a dash, indicating a blank date, where a created_at date would be expected for an existing item.

Expected behavior

There should be dates, or we should remove the column.

Actual behavior

In Slack, @stanhu mentioned I think we started seeing this around the time we switched to S3. The data comes from the manifest query from the registry—not sure why it started being blank. /cc: @ahanselka @Kamil
