UI: make the "jump to next unresolved discussion" button stay in one place

Right now, the "jump to next unresolved discussion" button sits at the end of particular discussion, requiring the user to scroll through all the comments to jump. This can be unproductive when there's a lot of threads and we're looking for a particular one. Could you make the button also sit next to the "toggle discussion" button?
