Source and target branch fields filters both source and target list

Steps to reproduce

  1. Create a new merge request
  2. Click on "Select source branch"
  3. Type in an existing branch name
  4. Click on "Select target branch"
  5. The list is filtered by the input from source branch

Expected behavior

Source branch filter should not filter the target branch list.
