"Frequently used Emoji" cookie needs a global path

We seem to not give the frequently_used_emoji cookie an explicit path, so we end up with garbage like this:

We should probably just use / for the path -- I want my frequently-used Emoji to be site-wide, not per-Issuable or per-project.
