Too many redirects on login

Seen in both CE versions 8.10.0 and 8.10.1.

My users are telling me that logging in to our GitLab instance causes "ERR_TOO_MANY_REDIRECTS" to occur. After getting the error, a user can navigate back to our internal url: http://gitlab.redacted.local and continue using the system.

Might be related to #19642 (closed). In my case, the "Require all users to setup Two-factor authentication" option is disabled.
