Support Unicode for file names in Webeditor

Summary

Using larger unicode characters for file names is currently not possible in the Webeditor.

Steps to reproduce

• goto Repository → Files
• ➕ → New File
• enter 中文/测试.md as file name
• enter any text

Expected behavior

file is created
