Sidebar Pinning Unavailable if Width of Browser Window is Below a Certain Threshold

The pinning icon on the bottom of the sidebar is only displayed if the browser window is above a certain threshold. According to @jschatz1's comment to #18542 (closed) this seems to be due to a design decision.

For my personal workflow (and judging from the comments to #18542 (closed) for many other people's workflows as well) a sidebar that is not constantly shown but must be activated through the hamburger button every single time has severe drawbacks. The fact that gitlab patronizes me by deciding that my browser window is so small that I am not allowed to pin my sidebar anymore is... infuriating. I was extremely content with the always-on sidebar in older versions of gitlab (even with a small browser window) and I cannot fathom why anyone would go through the trouble of detecting my window size in order to prevent me from having that layout.

So I hereby kindly request to show the pinning icon in the sidebar unconditionally and let the user make the decision whether she wants the sidebar or not.
