Missing subnavs on some pages
I assume this is intentional, as it's fairly consistent, but I don't think we should hide the subnav for show views. Right now it's kind of odd to be looking at certain views and having the primary tab highlighted without the subnav displayed. This happens for new and edit views as well.
For example, the Milestones show view has the Issues tab highlighted and no subnav displayed:
Doesn't seem right to me, thoughts?
