GitLab logo in navbar is not an anchor tag

The GitLab Tanuki in the navbar is not an anchor tag. This causes a couple of issues:

• I cannot middle-click the icon to open the link in a new tab.
• The browser does not show me the destination of the link.
• I cannot right click the icon and use the "Open link in ..." or "Copy link address" context menu options.

This seems to be a regression in 8.9 due to the updated layout.
