Project cannot be removed neither transfered

If the owner leaves a project or the group that works on it, there's no way to remove or transfer that project.

Possibile solutions:

• Deny owner to abandon a project
• Force owner to transfer the project ownership before abandon
• Auto-assign ownership to the higher role
• Allow the ex-owner to transfer or delete in any case, e.g. after leaving the project
