Add data of people who have created issues/mrs or are assigned issues/mrs in the ajax response for the filter dropdown

I noticed that the data for people not part of the team but have created issues/mr or are assigned issue/mr can not be found when using the Author/Assignee filter dropdown. It appears these individuals can filter by their name on their system, but others can't filter on theirs.
