Issue filter Author shows incorrect data

I found a bug in issue filter author. Bug is also available on gitlab.com.

Steps to reproduce:

1. Open Issues page.
2. Set Author to yourself.
3. After content of issues is changed, click to Closed tab above.
4. Now you can see Author filter empty like it's not set, but issues are filtered by author: yourself. And URL has author_id=123456.
