[Feature Request] SMTP Configuration from the UI

Having to edit the config file to set up SMTP requires allowing access to the machine. This requires a much higher level of skill then simply configuring from the webUI or API.

Additionally, it would be great to have functionality to dispatch a test email and display any errors that have occured
